Management Analyst II - Lead Inspector

Posting Expires: 9/23/2026 Salary Range: $63,401.31- $84,640.75   General Description and Classification Standards: The Lead Inspector is responsible for conducting lead risk assessments to ensure residential units are free from lead-based paint hazards and that any lead abatement activities have been properly completed in compliance with federal standards. This position plays a critical role in protecting public health by ensuring adherence to HUD and environmental safety regulations.

The Lead Inspector operates with a high level of technical expertise and regulatory knowledge and is expected to maintain accurate documentation and reporting.  Supervision Received: Works under general supervision, receiving directions from program management or environmental leadership. Exercises independent judgement in conducting inspections and assessments in accordance with established guidelines and regulatory requirements.  Essential Duties and Responsibilities: These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.

  Conduct lead risk assessments in residential units to identify potential lead hazards.  Perform clearance inspections following lead abatement activities to verify compliance with safety standards.  Ensure all inspections and assessments meet HUD and Environmental Protection Division (EPD) requirements.  Collect environmental samples (e.g., dust, soil, paint) and coordinate laboratory analysis.  Prepare detailed reports documenting findings, hazards identified, and recommended corrective actions.  Maintain accurate records and ensure timely submission of inspection documentation.  Communicate findings to property owners, contractors, and program staff.  May perform other duties as assigned.

  Knowledge of federal, state, and local regulations related to lead-based paint, including HUD and EPA requirements Knowledge of lead risk assessment methodologies, sampling techniques, and hazard control practices Knowledge of environmental health and safety standards and inspection protocols  Ability to conduct thorough inspections and accurately assess environmental hazards  Ability to interpret regulations and apply them to real-world inspection scenarios Ability to prepare clear, detailed, and accurate reports and maintain proper documentation  Ability to use inspection tools, sampling equipment, and related technology  Ability to communicate effectively with property owners, contractors, residents, and program staff  Ability to work independently and manage time efficiently to meet deadlines  Minimum Qualifications: Education and Experience – High school diploma or GED required; supplemented by experience in environmental inspection, construction, housing, or a related field.

Relevant experience in lead-based paint inspection or risk assessment preferred.  Licensures and Certifications – Current Lead Risk Assessor certification from the Environmental Protection Division (EPD) or equivalent, meeting HUD requirements  Preferred Requirements – Associate’s or bachelors degree in environmental science, public health, construction management, or a related field; experience with HUD funded programs; prior experience performing lead inspections and clearance testing.
