I. MSF INTERNATIONAL Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF International is the legal entity that binds MSF’s 24 sections, 28 associations and other offices together.
Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested. II. PLACE IN THE ORGANISATION The MSF ICO Payroll Officer (Hereafter: Payroll Officer) reports hierarchically and functionally to the ICO Finance and Systems Manager and works closely with the ICO Compensation and Benefits Specialist, ICO HR Referent ,ICO HR Administrators and ICO Finance.
III. OBJECTIVES OF THE POSITION The Payroll Officer is primarily responsible for preparing and executing monthly payroll and administering the benefits management of ICO employees. The payroll Officer ensures the highest quality of the payroll and benefits management of the ICO employees based on a solid understanding of internal policies (IRP2, Mobile Rewards Policy and other benefits policies) and processes, as well as thorough preparations and checks.
IV. MAIN RESPONSIBILITIES Payroll · Prepares and administers payroll administration by incorporating unused leave payout, salary advance, allowances, individual expense reimbursements, etc · In collaboration with ICO C&B Specialist, ICO HR Referent, and HR Admin Team, runs various checks that will ensure the highest quality of the ICO payroll · Provides technical feedback to the ICO HR Team concerning payroll results and outcomes · Ensure a consistent process and make records and reports of any payroll abnormalities · After approval of the calculated payroll by the ICO HR Team Leader and Head of the ICO, upload the information on Employee’s Self Service Post payroll · Coordinate the post-payroll salary remittance process in close collaboration with the HR Team, Finance, Convera and respond to employees' inquiries if necessary .
Act as the operational reference for Convera for any post-payroll-related matters · Training and support the HR Team regarding the use of Convera tool · Support ICO Finance in reconciling reinvoicing with payroll (solve variances, liaise with OC, review corrections…) Benefits Management · Ensures the smooth follow-up of enrolment of Employees in the retirement pension plan and health insurance through collaboration with the service providers · Provides support to the ICO HR team and ICO employees in managing special insurance-related cases · Follow up on long-term sick leaves of ICO employees · Together with the C&B Specialist, processes the reconciliation and billing process to the service provider company HRIS and Data · Ensures the payroll and benefits information on HRIS is accurately captured and maintained · Participate in HRIS testing for compensation, payroll, and benefits modules Compliance and GDPR · Ensures the safeguarding of compliance and GDPR in payroll and benefits administration · Advises the HR Team Leader regarding any potential risks and particular cases that could be a violation of compliance or GDPR Others
