Job Description **SHORT TERM POSITION** - Please note, this position is available through September 2027. New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies.
We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies. The Planning and Resiliency (P&R) Bureau’s mission is to prepare the City to respond and adapt to emergencies through collaborative, scalable planning; comprehensive interagency coordination; and advancing recovery and resiliency.
To execute this mission, the P&R Bureau includes Interagency Coordination with an assistant commissioner leading three units made up of subject matter experts in Health and Medical, Human Services, and Critical Infrastructure; Resiliency and Recovery with an assistant commissioner leading the Resiliency Implementation and Resiliency and Recovery Planning units; and the Planning unit. The Resiliency and Recovery Division focuses on bridging long-term strategies to reduce NYC’s risk with actionable operations and programs.
This includes coordinating and guiding partnerships to develop strategies that analyze, plan, and address hazard risk and vulnerabilities. The Division is responsible for recovery planning, the City’s Hazard Mitigation Plan, risk reduction tools, resiliency operations, and federal grant coordination for resiliency investments. **SHORT TERM POSITION** - Please note, this position is available through September 2027.

The Resiliency and Recovery Planning Unit focuses on bridging long-term strategies to reduce NYC’s risk with actionable operations and programs. This includes coordinating and guiding partnerships to develop all hazard strategies that analyze, plan, and address hazard risk and vulnerabilities.
The unit is responsible for City’s Hazard Mitigation Plan, risk analysis tools, and recovery planning and analytics. The Resiliency and Risk Advisor position will involve the following responsibilities and reporting to the Director of Resiliency and Recovery Planning: - Support development of the 2029 Hazard Mitigation Plan (HMP) update, including scoping enhancements, integrating risk analysis tools, and maintaining compliance with FEMA requirements.
- Coordinate interagency engagement through meetings and workshops to inform HMP content. - Conduct targeted research on hazards and resiliency strategies to update risk profiles and identify mitigation projects. - Produce briefing materials and presentations that communicate HMP progress and key findings to NYCEM leadership and external partners. Additional responsibilities supporting the Assistant Commissioner of Resiliency and Recovery may include: - Support special projects and other tasks as assigned by the Assistant Commissioner to further agency resiliency goals.
- Assist in advancing strategic initiatives related to alternative financing mechanisms for resilience and recovery. - Support research and development of policy recommendations on risk reduction, mitigation investments, and post-disaster recovery. - Analyze emerging insurance products and risk transfer strategies that can enhance recovery and resiliency outcomes. - Prepare decision-support materials and coordinate cross-unit collaboration on complex strategic projects.
