Job Description The NYC Financial Information Services Agency-Office of Payroll Administration (FISA-OPA) seeks to hire an Administrative Staff Analyst (NM) for the CityTime Business Team. Under direction of the CityTime Production Support Manager, and with some latitude for independent initiative and judgement, the selected candidate will serve as a seasoned Business Analyst and will be responsible for ad hoc reports, CityTime website maintenance, facilitating meetings and creating various artifacts such as use cases, comprehensive requirements documents, business process documents etc.

This individual should have exceptional research and analytical skills with a robust technical background. Typical areas of work include: - Backup current and future work, which include CityTime ad hoc reporting, CityTime reports and other projects; - Address CityTime users support requests; - Perform functional analysis, coding using SQL/ visual basic and testing; - Perform User Acceptance Testing on CityTime reports; - CityTime Helpdesk website server maintenance; - CityTime Helpdesk website modification; - Maintain existing CityTime ad hoc report; - Develop new CityTime ad hoc report; - Maintain Config viewer on the CityTime Helpdesk website and; - Maintain Labor Allocation (LA) tool used for agency specific LA/ citywide LA - Facilitate meetings with various teams and; - Perform business requirement analysis and create various artifacts such as Use Cases, Comprehensive Requirements Document etc.

Preferred Skills: - Basic knowledge of City systems (PMS, CityTime, CHRMS and Remedy) - Excellent work ethic and attention to detail - Ability to work independently and as part of a team. - Ability to work efficiently in a fast-paced environment. - Excellent understanding of systems development lifecycle methodologies - Experience working with an enterprise wide, large-scale implementation. - Excellent communications skills (oral and written), interpersonal, and organizational skills are required.

A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management.

Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity.
