ARS is seeking a Journeyman Financial Manager to support the C-130 Hercules program at Robins AFB. Seeking an experienced Financial Manager to provide financial management and comptroller support for the C-130 Hercules program at Robins AFB. The ideal candidate will support budgeting and execution, funds control, financial reconciliation, cost and schedule analysis, Earned Value Management (EVM), program controls, financial reporting, and Foreign Military Sales financial activities.
This role requires the ability to independently analyze financial data, coordinate with Government and contractor organizations, and apply DoD and Air Force financial management guidance. Responsibilities include: Provide financial management and comptroller support, including cost research, cost estimating, EVM analysis, schedule networking, program control integration, and financial analysis.
Support budget formulation and management throughout the planning, programming, budgeting, and execution process. Perform budget and financial analysis, obligation and expenditure forecasting, funds management, funds status reporting, and funds control. Support Foreign Military Sales financial activities, including Security Assistance management reviews and other financial reviews. Assist with financial briefings and reporting documents, including Notices of Supplies and Services Complete and delivery reports.
Develop financial analyses and narrative justifications for recurring and rapid-turnaround budget exercises. Research and reconcile financial data across Air Force organizations, DFAS, DoD contractors, and other DoD agencies. Assist with preparing, tracking, and reconciling funding documents, accounting records, and financial status reports. Analyze and support liquidation of Unliquidated Obligations and Negative Unliquidated Obligations for applicable fiscal years.
Participate in year-end closeout activities and support preparation of the Program Management Administration budget and quarterly reports. Verify the accuracy of data entered into accounting, financial, and contracting systems and recommend corrective actions for discrepancies. Assist with identifying improper payments and determining whether program deliverables were properly paid. Provide financial inputs to program management plans, baselines, work breakdown structures, risk assessments, reviews, and acquisition reports.
Review Cost Performance Reports, Cost/Schedule Status Reports, Contract Funds Status Reports, and Contractor Cost Data Reports. Support integrated baseline reviews, surveillance reviews, and IPT training on EVM and financial analysis techniques. Analyze ABIDES outputs and maintain comparison records between prior budget updates and the current position. Prepare and update procurement and RDT&E documentation using IDECS and reconcile those documents with ABIDES.
Review MIPRs and MORDs in accordance with applicable policy and procedures. Use applicable USAF and AFLCMC financial systems, including CCaR, CRIS, ABSS, IDECS II, OARS, FM Suite, WAWF, MOCAS, and related systems. Id
