Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: GS-9: Assists Contracting Officers with administering contracts, issuing modifications, and negotiating contract terms and conditions. Assists customers with finalizing acquisition package documents, to include work statements, market research, IGCEs, and other required documentation.
GS-11: Reviews complex requests for procurement. Analyzes contract requirements, recommends revisions to the performance work statement, statement of work, statement of objectives or specifications, as necessary and decides on the type of contract, milestones and procurement plan. Reviews documentation such as justification for other than full and open competition and prepares appropriate supplemental documentation Incorporates FAR clauses and provisions, develops requirements for technical proposals with appropriate evaluation factors, and applies simplified acquisition procedures.
Prepares and releases solicitation documents. GS-12: Independently reviews the most complex requests for procurement. Analyzes the requirements, recommends revisions to the performance work statement, statement of work, statement of objectives or specifications, as necessary, and ensures compliance with FAR and agency policies. Reviews documentation such as justification for other than full and open competition and prepares appropriate supplemental documentation.
Incorporates FAR clauses and provisions, develops requirements for technical proposals with appropriate evaluation factors, and utilizes a variety of procurement techniques to satisfy requirements. Prepares and releases solicitation documents, and oversees the fair evaluation of quotes/proposals. A. Federal Acquisition Certification in in Contracting (FAC-C) Professional or management determined equivalent within two years of entry into the position.
