Please see Additional Information section below.*** You will serve as a SUPERVISORY CONTRACT SPECIALIST in the Contracting Div of NAVAL FACILITIES ENG COMMAND MARIANAS. This position is also subject to a Cost of Living Allowance (COLA) and Non-Foreign Post Differential (NFPD) currently set at 11.88% and 13.12%, respectively. COLA and NFPD are subject to change without notice.
Major duties: You will direct the People and Processes Division, establishing all policies, procedures, and guidelines governing the contracting process.,You will oversee and analyzes data submissions for higher headquarters and manages the implementation, deployment, and monitoring of all contracting information technology systems.,You will directs strategic community management for the Contracting (CON) Division, taking responsibility for staffing, budgeting, developmental recruitment, workload shaping, and succession planning.,You will translate complex changes in regulations, laws, and policies from higher echelons into written guidelines and actionable command-level procedures.,You will provide expert advice and assistance regarding complex contracting issues and manage the implementation of the Command's Strategic Business Operations Plan concerning processes, personnel, and overall community management.,You will serve as the principal advisor to the CCO on departmental budget and personnel resources, this role drives the preparation of CON’s Resource Allocation Plan (RAP).,You will interview candidates, recommend appointments, promotions, or reassignments, identify training needs, and arrange for professional development.,You will execute NAVFAC Equal Employment Opportunity (EEO) policies, ensuring absolute equality in determining qualifications, selections, assignments, training, promotions, details, discipline, and awards for all subordinate personnel.
Education: Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.
Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
