This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15. You will serve as the technical lead and recognized expert for Welding and Allied Processes metallurgy, new metallic material, and process research and development for Navy materials, systems, and assets in the Welding, Processing & NDE Branch (Code 611) of the Naval Surface Warfare Center Carderock Division.

Major duties: You will plan, organize, conduct, and oversee large and complicated projects involving ferrous or non-ferrous welding metallurgy, weldability, and new metallic material development.,You will oversee the technical execution of the materials science and engineering of welding and allied processes metallic materials development and analysis portfolio supporting the Welding and Allied Processes technical capability knowledge areas.,You will act as a principal consultant to the Navy and Marine Corps and have overall responsibility for coordinating and organizing all technical activities within your research and development portfolio.,You will provide technical management to a group of engineers, scientists, and technicians including coordination with resource sponsors for the delivery of agreed upon products and services.,You will identify technology gaps and opportunities, anticipate future trends, develop executable plans and strategies, and manage the work portfolio for the technology area.,You will support material development solutions for temperature dependent metal manufacturing processing techniques including welding, cold spray, friction stir welding, thermal spray, cladding, or quality assurance of those processes.,You will provide technical mentorship for NSWCCD personnel working in the technology area and recommend training and guidelines for the development and use of the team.,You will provide oversight of laboratory work, safety, and inventory management.,You will review and document work including preparation of proposals, technical reports, specifications, work plans, or project reviews.,You will represent the organization at meetings or conferences related to your specialty area and brief high-level management on status of the work within your technology portfolio.

Education: Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
