The Pharmacy Chief ensures quality of pharmacy operations and services provided, education and training of professional staff, and safety and ethical conduct of medical research conducted on patients aligned to the service. The Pharmacy Chief is involved in providing framework for planning, directing, coordinating, providing, and improving health care services responsive to community patient needs and improve patient health outcomes.

Recruits, interviews, and selects suitable personnel, in collaboration with selection committees and Human Resources, in order to maintain a staff that can effectively fulfill the needs of the Service. Recommends individuals for appointment, promotion, and reassignment involving such positions.

Attends, participates, and contributes as an active member of various Medical Center committees: Pharmacy and Therapeutics Committee, Clinical Executive Board, Affiliation Partnership Council, Administrative Executive Board, etc. Initiates and demonstrates activities to support Equal Employment Opportunity. Prepares, manages, and forecasts the budget for the service. Optimally use resources to meet the identified goals of the organization.

Analyzes and corresponds to local, VISN, and PBM/VACO officials regarding the status of pharmaceutical services to professional staff and Veteran beneficiaries. Formulates and prioritizes long and short-term goals for the Service and coordinates these with the goals of the Medical Center, VISN, and VHA utilizing available resources. Coordinates activities of the pharmacy supervisors to organize work to maximize the productivity within available resources.

Assures that direct reports are scheduled in such a way as to provide consistency of coverage and to accommodate planned leave and promote employee morale. Periodically analyzes work measurement data. Controls and accounts for all regulated substances in the Pharmacy in accordance with station policy, VA, and DEA regulations. This responsibility includes establishing and maintaining reports and participating in inspections.

Provides advice, counsel, and instruction to individual supervisors and employees, concerning both work and administrative matters. Resolves conflicts and problems referred by supervisors. Works with other services to complete goals and improve communications. Teaches and guides supervisory staff in solving problems; adapting to procedural changes and implementing new technological changes. Ensures that pharmacy programs are in compliance with the standards of accrediting and regulatory bodies and takes action when non-compliances are identified.

Manages and ensures optimum utilization of all resources (personnel, fiscal, equipment, space, etc.) available to the pharmacy. Manages and ensures optimum efficiency and effectiveness of the numerous, complex, and comprehensive programs administered by the Pharmacy Service. Manages optimal pharmaceutical care, such that it supports the Medical Center and VISN's efforts to meet Performance Measure expectations for quality of care, access to care, customer satisfaction and employee satisfaction.

b. Clinical: Develops and maintains effective clinical pharmacy programs from a cost and patient outcome perspective. Serves as a consultant within Pharmacy Service, and with other facility healthcare staff in monitoring and evaluating healthcare delivery to patients. Assesses the pharmacy program to ensure proper coordination between the delivery of pharmacy services and the overall delivery of healthcare.

c. Education and Research: Develops and maintains effective pharmacy education programs, including the ASHP accredited Residency Program and pharmacy student rotations.
