 Job Description Job Responsibilities Lead and maintain site Process Safety Management (PSM), Risk Management Programme (RMP) and environmental compliance programmes for high-hazard operations, including EO, flammable materials, hazardous chemicals, utilities and associated safeguards. Act as site subject-matter expert for process safety and environmental engineering, supporting process changes, new equipment, capital projects, utility upgrades, commissioning and operational readiness.
Facilitate and lead Process Hazard Analyses, including PHA, HAZOP, What-If, LOPA where applicable, and ensure timely closure and effectiveness verification of recommendations. Own or support Management of Change (MOC), Pre-Start-up Safety Review (PSSR), Process Safety Information (PSI), operating procedure review, mechanical integrity interfaces and process safety action tracking. Review and field-verify P&IDs, PFDs, equipment design, relief protection, interlocks, safeguards, ventilation, gas detection, hazardous area controls, bonding and grounding, and chemical compatibility requirements.
Ensure compliance with applicable Singapore regulatory requirements, BD corporate EHS standards and site procedures; support audits, regulatory inspections, safety case or major hazard-related submissions where applicable. Provide technical review of fire protection, life safety systems, hazardous materials handling, spill controls, environmental emissions, waste handling, wastewater, emergency response arrangements and business continuity risk controls.
Support incident and near-miss investigations involving process safety, chemical release, equipment integrity, environmental excursion or abnormal operations, including root cause analysis and corrective action closure. Coach Operations, Engineering, Maintenance, Facilities and contractors on process safety principles, risk assessment quality, safe operating limits, critical safeguards and environmental controls.
Education and Experience Bachelor’s degree in Chemical Engineering, Environmental Engineering, Mechanical Engineering, Safety Engineering or related technical discipline; Chemical Engineering or process engineering background is strongly preferred. Minimum 3–5 years of relevant experience in EHS, process safety, plant engineering, operations support, project safety or high-hazard manufacturing; experience in chemical, petrochemical, pharmaceutical, medical device sterilization or Tuas/Jurong Island-type operations is preferred.
Hands-on experience facilitating or supporting PHA, HAZOP, What-If, LOPA, MOC, PSSR, PSI, mechanical integrity interfaces, process safety audits and action closure. Experience supporting capital projects, equipment qualification, process start-up, utility systems, hazardous materials storage or chemical handling systems. Familiarity with Singapore WSH requirements, environmental regulations, SCDF fire safety expectations and process safety guidance for chemical or high-hazard industries is expected.
Knowledge and Skills Strong understanding of PSM elements, major accident hazard prevention, risk assessment hierarchy, process safety culture and high-hazard process operations. Ability to read, interpret and field-verify P&IDs, PFDs, equipment datasheets, control narratives, cause-and-effect logic and critical safeguard documentation.
