HPA Health Care Research Analyst (RA3) Limited Duration One Year – Possibility of Renewal The primary role of the Health Care Research Analyst is to support the development and implementation of Oregon’s Rural Health Transformation Program (RHTP) Data and Reporting Program. Working collaboratively with the Manager, Senior Research Analyst/Data Methodology Lead, and Data and Reporting Workgroup, this position analyzes data from internal and external sources to support program monitoring, reporting, evaluation, and compliance with CMS requirements.

The position will support quarterly and annual reporting to CMS, develop and implement data collection methods, conduct analyses, prepare reports and data visualizations, and establish processes to ensure data quality and validity. Participate with Information Systems staff in planning, designing, and implementing new or enhanced information systems. Write computer report generator language or use software packages to retrieve, edit, and tabulate data from various databases and files.

Design databases to compile data for research studies. Study and analyze tables, graphs, and charts, and other statistics to arrive at logical conclusions about the data. Write programs to use statistical procedures based on assumptions and hypotheses in research design. Report Preparation Review narrative and statistical information gathered. Write statistical or narrative summary reports, and articles for publication, including summary graphs and charts.

Summarize reports by explaining the significance of trends. Prepare statistical reports and explain their significance to the program or project. Technical Consultant Explain and discuss research data with agency personnel, other agencies, business groups, legislative bodies, associations, unions, and news media. Prepare written responses to outside requests for research information. Provide technical expertise and specialized information on request to Information Systems staff, agency personnel, and other agencies.

Prepare and deliver presentations to various units of the agency, community groups, and others to report research findings, current statistics, or other information. Project Coordination Plan, and coordinate the work with other research staff engaged in gathering, compiling, and analyzing information and data. Provide technical direction for staff and verify the accuracy, validity and completeness of data.

Lead and coordinate major research projects or survey programs. Coordinate projects that include broad cross-functional team members.
