This position is located in the Division 5 Project Development Unit in Durham County.

The Project Development Unit is responsible for all aspects of project development, coordination, design, review, and contract letting. The position will serve as the Assistant to the DDC Engineer in the production of roadway design plans and estimates, creating construction documents, design and review erosion control, hydraulics, pavement marking and roadway plans from inception through final construction in accordance with NCDOT policy manuals, standards and specifications.

Duties include the effective use of engineering software, including but not limited to MicroStation, GEOPAK, and OpenRoads Designer, to aid in the production of small-scale roadway projects. Responsibilities also include developing concepts and estimates for roadway projects – including construction and Right-of-Way (ROW) costs – based on recent NCDOT bid pricing. This position will manage and coordinate all aspects of project development including planning and design while aiming to keep projects within scope, schedule, and budget.

The engineer will be expected to effectively communicate with internal and external stakeholders to ensure project success. This role involves supporting the DDC Engineer and Senior Assistant DDC Engineers in managing consultant-related tasks, including plan review, scope development, man-hour estimation, contract negotiation, progress report validation, invoice approval, and consultant performance evaluation.

The engineer must be willing to occasionally visit project sites to investigate existing conditions prior to and throughout the design of the project, as well as attend on-site meetings with other project team members as needed. The role may include coordination with contractors and visits to projects being constructed by on-call contracts, with supervision and guidance from other team members. Selected applicant must be able to legally operate a motor vehicle.

Knowledge Skills and Abilities/Management Preferences Salary Grade and Salary Range:  NC16 / $57,983 - $101,470 Management prefers applicants with the following: Demonstrated ability to understand and interpret engineering concepts, practices, and theories related to transportation Computer experience including office software and drafting software Experience in reading and interpreting highway construction plans and contracts Knowledge of the principles and practices of Civil Engineering Demonstrated ability maintaining effective working relationships with NCDOT staff, consultants, contractors, and public officials while managing conflicts and deadlines Minimum Education and Experience Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both.
