Beaufort West Municipality, a dynamic local government institution serving the heart of the Western Cape Karoo region, invites suitably qualified candidates to apply for the position of Controller: Budget & Financial Reporting. This is a critical role within the municipality's finance directorate, responsible for maintaining the integrity of budgetary processes, ensuring accurate financial reporting, and supporting compliance with municipal financial legislation.

The successful candidate will join a committed team dedicated to transparent, accountable, and effective public financial management that directly benefits the communities of Beaufort West. Key Responsibilities Contribute actively to the timely finalisation and coordination of the annual municipal budget, ensuring alignment with legislative frameworks and strategic priorities. Assist with the preparation, compilation, and submission of accurate monthly and quarterly financial reports to management and relevant oversight bodies.

Ensure that all reporting procedures are properly executed and that financial information is maintained, updated, and accessible in a structured manner. Administer and monitor grants and subsidies received by the municipality, ensuring proper recording, reconciliation, and compliance with grant conditions. Support the sound maintenance and operation of the mSCOA (Municipal Standard Chart of Accounts) compliant financial system, ensuring data accuracy and system integrity.

Ensure that all legal and policy-mandated administrative procedures and financial reporting requirements are consistently adhered to across the budget cycle. Liaise with internal departments to gather budgetary inputs, verify expenditure data, and support variance analysis and forecasting activities. Perform any other related duties as reasonably instructed by the supervisor, contributing to the overall efficiency of the finance unit.

Requirements & Qualifications A relevant three-year tertiary qualification is required, preferably a National Diploma or B Com degree with Financial Accounting as a major subject. Between 0 and 2 years of relevant financial or budgetary experience within a public sector or municipal environment is required. Advanced computer literacy, particularly in Microsoft Excel, is essential; general proficiency in the full MS Office suite is required.

A valid Code B (EB) driver's licence is required. Proficiency in at least two of the official languages of the Western Cape, with bilingualism being a strong advantage. Demonstrated functional competencies in accounting, procurement, budgeting, financial management, costing, financial reporting, and financial process management. Strong professional competencies including oral and written communication, organisational awareness, problem-solving, and planning and organising.
