INTERNAL APPLICANTS MUST APPLY VIA MYSELF NLC12 £50,669 - £56,329 North Lanarkshire Council is seeking an enthusiastic and motivated Business Change Analyst to support the implementation of a major digital transformation programme within Regulatory Services. This is an exciting opportunity to contribute to the introduction of a new digital case management system and help shape future ways of working across key frontline services.

Working within Community Operations, you will support the implementation of a new digital case management system across Regulatory Services, including Trading Standards, Pollution Control & Public Health, Business Regulation and Private Sector Housing Enforcement. Working closely with the Assistant Business Manager (Trading Standards), Regulatory Services Managers, stakeholders and the Business Change Team, you will help ensure services are fully prepared to adopt new technology and transition successfully to updated operational models.

The role will involve supporting the procurement and selection process for the new system, gathering business requirements, contributing to business design activities, facilitating stakeholder engagement and supporting business readiness activities. You will assist in reviewing and developing business processes, producing change documentation, supporting business readiness reviews and transition activities, and helping to ensure services are fully prepared to adopt new systems, embed revised operational processes and transition successfully into business as usual operation.

Working collaboratively with colleagues, partners and stakeholders, you will support the delivery of effective change management activities, including communications, training and engagement plans. You will also help identify and mitigate potential risks associated with business change and system implementation, ensuring the smooth transition to new digital solutions with minimal disruption to frontline services.

This is an excellent opportunity to make a meaningful contribution to the Council's Digital North Lanarkshire programme and support improvements in service delivery across Regulatory Services. About You You will be educated to degree, HND or SVQ4 level, or hold an equivalent appropriate professional qualification. Membership of a relevant professional organisation would be advantageous. You will have substantial experience working within a Regulatory Services environment, such as Trading Standards, Environmental Health or a comparable regulatory or operational service, together with experience of supporting business change and digital transformation activities.

Experience supporting the implementation of IT systems and business change initiatives within an operational environment is essential. You will possess knowledge of business change management approaches and a good understanding of how organisational change impacts people, services and processes. You will have experience of engaging with stakeholders at all levels, facilitating workshops and supporting collaborative working to deliver successful change outcomes.

You will be a strong communicator with excellent presentation and interpersonal skills, capable of building effective working relationships with a wide range of stakeholders. Experience of producing change documentation, including process mapping are essential. We are looking for someone who is self-motivated, adaptable and well organised, with a positive attitude to change, strong problem-solving abilities and a commitment to delivering high-quality services.
