The Commercial Manager will support the Procurement team to deliver procurement initiatives in line with the Procurement Strategy and will be responsible for the successful execution of assigned projects of low to high value, complexity, risk and business criticality, across the procurement lifecycle with a strong focus on sourcing best-value goods and services. Key Accountabilities: 1. Responsible for the delivery of assigned activities and projects across the procurement lifecycle to support the achievement of identified savings and benefits, under the direction of the Head of Procurement, with a focus on productivity, efficiency, best value and high-quality internal customer service.

2. Support projects of medium to high value, complexity, risk and business criticality or lead projects of lower value, complexity, risk and business criticality. 3. Lead or perform sourcing activities relating to data gathering, strategic analysis, sourcing approach development, tendering, supplier due diligence and contract award. 4. Lead or perform other non-sourcing focused procurement and commercial activities, such as demand management and innovation initiatives.

5. Support the application of other procurement and commercial processes and frameworks such as operational contract management and supplier management. 6. Lead or perform technical sourcing and eProcurement activities through the application of HIOWC and OPCC's eProcurement processes systems and tools. 7. Report on progress to relevant stakeholders and proactively identify, report and mitigate risks to delivery, escalating risks and issues to the Head of Procurement as appropriate.

8. Working with colleagues across HIOWC/OPCC, to hold, manage and maintain the content of Contracts Register to ensure it provides an accurate, up-to-date view of the supplier agreements in place across HIOWC & OPCC. QCF Level 6, bachelor's degrees with honours, graduate certificates and diplomas or equivalent experience Procurement / commissioning professional qualification (preferably CIPS or equivalent relevant qualification) or equivalent experience Driving licence - Cat B Relevant technical procurement knowledge and experience or relevant qualification or accreditation.

Sound knowledge and understanding of Procurement Regulations and the Public Sector procurement landscape. Proficiency in basic MS Office© software and other business systems
