Job Introduction We are establishing a new Strategic Commissioning Service, within our Adult Care Directorate and are ambitious about our plans to invest in and advance our approach to innovative, evidenced based commissioning, driving the delivery of positive outcomes for the people of Lincolnshire, in a compliant and efficient way. We are seeking inspirational managers with a proven track record in delivering successful outcomes in collaboration with strategic partners, operating within the commissioning cycle.

The ability to lead a team of commissioners, alongside collaborating with internal and external stakeholders, to deliver a portfolio of strategic commissioning intentions, whilst supporting a sustainable care market is a critical component of the Adult Care Directorate, realising its wider ambitious continuous improvement journey. Whilst expected to operate across the Service, each post holder, under the direction of our Strategic Commissioning Manager, will take responsibility for a specific commissioning portfolio (Early Intervention & Prevention; Living Well or Ageing Well), aligned to support our Adult Care Strategy, statutory duties, national policy and local priorities.

The Commissioning Managers will work collaboratively and embrace joint responsibility as a key member of the senior management team, for establishing the new service, embedding new ways of working and fostering a supportive, learning culture. What we are looking for: Relevant professional degree level qualification or equivalent knowledge and senior level experience within Adult Care or a similar integrated end-to-end commissioning role.

Proven senior management experience of multidisciplinary teams across strategic services along with significant end to end commissioning knowledge, skills and applied experience in managing and developing one of the following areas: prevention and early intervention; living well – working aged adults; ageing well – older adults. Expert knowledge of the political landscape, legislative frameworks, regional and national drivers, the regulated and non-regulated care markets, with experience of market analysis, shaping and development.

Excellent interpersonal, relationship and communication skills to effectively manage a team of commissioning officers, to drive activities forward, ensuring best value, improved outcomes and best use of resources. Advanced analytical and judgemental skills, with proven ability in applying qualitative and quantitative intelligence, combined with strong commercial and risk management capability and effective budget and financial management.
