Job Title: Contracts Supervisor Job Requisition: B978.794.6 Job Location: Houston, Texas Job Type: Full Time Duties: Directs and leads negotiations for the commitment of complex construction subcontracts while supervising two direct reports. Provides functional supervision and leadership to assigned contracts staff, including work planning, task prioritization, mentoring, and review of deliverables to ensure quality, compliance, and adherence to Bechtel policies and procedures.
Develops, issues, and manages subcontracts and services agreements, including preparation of bidders’ lists and prequalification of domestic and international suppliers. Leads the development and assembly of comprehensive Request for Proposal (RFP) packages and manages the full bid process, coordinating closely with internal stakeholders across Legal, Finance, Engineering, Construction, Environmental, Safety, Quality, Project Control and Project Management, as well as with external suppliers.
Oversees comprehensive commercial evaluations of submitted Bids, including Bid normalization, negotiation of contract Terms and Conditions, and assessment of commercial and contractual risks. Prepares Commercial Bid Summaries and recommendations and secures required approvals in accordance with established corporate governance and approval procedures. Prepares and finalizes subcontract documents for execution in compliance with applicable policies, procedures, and governance requirements.
Plans, organizes, and leads key contractual meetings - including pre-bid, bid clarification, and pre-award meetings to ensure clear understanding and alignment among Bechtel, the customer, and subcontractors on all contractual and commercial matters. Implements the Supply Chain Assignment Schedule, ensuring appropriate allocation of subcontract management responsibilities and adherence to standard work process procedures.
Manages assigned subcontracts through continuous performance monitoring and provides management with regular reports on progress, projected financial or technical risks, and mitigation of claims or disputes. Coordinates with cross-functional teams on operational activities affecting contractual rights and obligations, subcontract performance, and major commercial issues. Leads the negotiation and management of contract changes, secures settlements, ensures accurate documentation, and confirms proper subcontract execution.
Limited telecommuting is permitted in accordance with company policy; however, the employee is required to report to the Houston office on a regular and ongoing basis. Requirements: Must have a Bachelor’s degree, or foreign equivalent, in Civil Engineering or related field and 5 years of progressive, post baccalaureate experience in the job offered or related occupation. Experience must include: End-to-end construction contract lifecycle management (formation - administration - closeout), including oversight of assigned work performed by direct reports.
Drafting and reviewing high-value, complex construction contracts, subcontracts, change orders, and amendments, with supervisory review and guidance provided to team members. Leading and overseeing commercial evaluation, negotiation, and execution activities to achieve favorable commercial and contractual outcomes. Identification, allocation, and ongoing management of contractual and commercial risks, including mentoring direct reports on risk assessment and mitigation strategies.
Cost tracking, forecasting, and cost control activities, including change management and impact analysis, with supervisory oversight of supporting analyses. Claims and disputes prevention and resolution support, including issue response, entitlement analysis, and documentation, while guiding and reviewing work prepared by direct reports.
