Position: Data Analyst (National Position) Department: Programs Reports to: Associate Director, MEAL / Regional MEAL Specialist – IMPAACT Program Location: Based in Mogadishu, Somalia, with remote technical support to Djibouti and Ethiopia. As an independent NGO, Action Against Hunger USA currently manages operations in 8 countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia and Haiti.

Action Against Hunger-USA has over $100 million in Programs, and approximately 1,100 permanent staff based in New York City, Washington D.C, Nairobi, and country offices. Additional growth is anticipated. Job Summary Action Against Hunger seeks a Data Analyst to provide technical data support to a regional consortium Program in title: Institutionalizing Interoperable Multi-Hazard Anticipatory Action -IMPAACT Program, a 24-month DG ECHO-funded regional Disaster Preparedness action.

The consortium comprises Action Against Hunger (Lead), IGAD/ICPAC, and two local implementing partners, PAPDA and SCAP. The postholder will lead routine data management, analysis, dashboard maintenance, data visualization, validation and reporting processes that underpin Program monitoring, learning, decision-making and anticipatory action. Under the direct supervision of the Regional MEAL Specialist for IMPAACT Program, s/he will support the collection, cleaning, validation, management and analysis of Program and risk-related data to generate timely, accurate and reliable evidence.

S/he will also work closely with the ICPAC Anticipatory Action and data analysis experts, Regional Program Consortium Coordination, Regional Climate, Environment and AA Consultant/ Modeling Expert, Country Focal Persons, and relevant ACF and IGAD/ICPAC as well as local partners teams to strengthen data quality, consistency, interoperability and use across the Program. S/he will be responsible for the development and maintenance of the IMPAACT Program databases, dashboards and analytical products, including the analysis and interpretation of climate, epidemiological, displacement, protection and other risk information relevant to multi-hazard preparedness, anticipatory action, cross-border trigger systems, preparedness and contingency planning across Ethiopia, Somalia and Djibouti, with particular emphasis to risk-informed preparedness and anticipatory action processes across the three program countries, including on urban disaster preparedness in Djibouti.

S/he will contribute to the consolidation and interpretation of country-level data for regional reporting and Program learning, provide technical support and coaching to relevant staff and partners on data management and analysis, and ensure that data processes and outputs comply with ACF standards, DG ECHO requirements and relevant Program procedures. Purpose The Data Analyst provides technical data management, analysis and reporting support to the IMPAACT Program, ensuring reliable, harmonized and decision-relevant data to support implementation across the three countris.

The position supports data quality and validation, database and dashboard maintenance, data visualization, interoperability and analytical processes, contributing to multi-hazard risk analysis, anticipatory action and trigger systems, preparedness and contingency planning, Program monitoring, operational decision-making and DG ECHO reporting.
