Swansea Bay University Health Board is seeking to recruit a professionally qualified accountant for the role of Finance Manager-Capital (Operations) within the Capital Finance Team. This is a new and exciting opportunity for a highly motivated individual to join our Finance function. In this high-profile role you will lead and work within a team responsible for the financial management of the Health Board's Capital Programme.
Reporting to the Head of Capital Finance, you will work across the Finance function, with senior managers and within multi-disciplinary teams to help ensure that the Health Boards annual Capital Resource Limit is achieved. This is a unique role which will provide experience across both the traditional management and financial accounting disciplines, providing the right individual with the opportunity to work across the organisation whilst developing their skillset.
We are seeking a dynamic, forwarding thinking individual, with a desire to implement improvements within the Team to help provide a first class service. We encourage and support individuals in their development through on job learning and via exposure to other functions outside of Finance, including Capital Planning, Procurement & Digital. Main duties of the job This post forms a key part of the Health Board's Capital Finance Team, working with the Capital Planning Team, Corporate Finance, Finance Business Partners & Service Leads.
The post supports the Head of Capital Finance in the financial management and achievement of the statutory Capital Resource Limit (CRL), providing accurate, timely and reliable financial information and support. The post supports the overall financial management and monitoring of the Capital Programme approved by the Health Board. Leading on specific aspects, including but not limited to, management of the monthly scheme level CRL Review meeting with the Capital Planning Department.
This work is often highly complex requiring detailed analytical work, planning, evaluation, operational and strategic decision making, and a high degree of technical accounting expertise. The post has operational responsibility for the financial monitoring of the in-year Capital Programme. Ensuring that robust systems for recording and estimating spend and specialist capital contracts are in place and operating effectively to report analysed spend against schemes, both on a current basis and projected outturn.
