Oldham Council and the Greater Manchester Combined Authority are creating the Oldham Mayoral Development Corporation (MDC) to unlock a once-in-a-generation regeneration opportunity across Oldham Town Centre, SportsTown and Northern Roots. We are seeking an accomplished development professional to play a leading role in establishing the MDC and converting its ambitious vision into a focused programme of investable and deliverable projects.
The postholder will lead priority schemes through the development lifecycle, shape business cases and investment propositions, coordinate infrastructure and site readiness, and forge strong relationships with developers, funders, landowners and delivery partners. Requiring commercial judgement, energy and ambition, this is an exceptional opportunity to influence Oldham's future and create a lasting regeneration legacy.
The appointment is fixed term to 31 March 2029., Lead complex regeneration projects through development and delivery gateways. Maintain project appraisals, cashflows, funding gaps and the MDC capital pipeline. Prepare business cases, funding submissions and investment propositions. Coordinate land, infrastructure, planning, procurement and partner activity. Provide clear programme, risk and performance reporting to senior governance.
Substantial experience of complex property, regeneration or development projects. Strong commercial, financial and programme-management capability. Ability to work credibly with senior officers, developers, funders and partners.
