We are hiring a Monitoring & Evaluation Analyst to join us on an 18-month fixed-term contract, supporting some of Genomics England's most ambitious and impactful programmes, including the Generation Study and Adults Programme . Working closely with programme teams, senior leaders and external partners, you will support a broad range of monitoring, evaluation and performance activities. This will include developing evaluation data and reporting processes, coordinating evidence collection, and working with external evaluation partners to generate high-quality outputs and meaningful insights that can inform programme delivery and future priorities.
Everyday responsibilities include: Coordinate day-to-day monitoring and evaluation activities across priority programmes, ensuring work is planned, prioritised and delivered to agreed timelines and quality standards. Support the Evaluation and Performance Lead to design, implement and maintain evaluation strategies, outcomes frameworks, evidence plans and related documentation. Oversee monitoring and evaluation data from multiple sources, ensuring collection, quality assurance, governance, auditability and reporting processes are robust and fit for purpose.
Work with data, research, programme and technology teams to clarify evaluation data requirements and support access to relevant Genomics England and linked national datasets. Synthesize qualitative and quantitative evidence, producing clear insights, recommendations, reports and presentations for internal and external audiences. Plan and coordinate participant surveys and other evidence collection activities, ensuring high-quality processes, documentation, outputs and appropriate follow-up.
Manage day-to-day relationships with external evaluation partners, research organisations and other stakeholders, coordinating inputs, resolving issues and supporting effective evidence sharing. Support the commissioning of external evaluation activities, including developing requirements, contributing to procurement documentation, assessing delivery options and ensuring commissioned work aligns with programme evidence needs.
Manage financial and contractual arrangements for external evaluation partners, including tracking budgets, purchase orders, milestones, invoices and contract deliverables in collaboration with finance, commercial and programme teams. Provide evaluation and performance insight to governance forums, working groups and programme decision-making, helping leaders understand progress, risks, trade-offs and evidence gaps.
Experience delivering complex evaluation, performance or impact assessment programmes within healthcare, research, the public sector or another complex environment. Strong knowledge of monitoring and evaluation methodologies and frameworks, with the ability to apply them practically to support programme delivery and improvement. Experience working with external suppliers, consultants and research partners, using collaboration and influence to deliver high-quality outcomes.
Confidence engaging senior stakeholders and translating complex quantitative and qualitative evidence into clear, actionable recommendations that support strategic decision-making. Strong programme and project management skills, with the ability to manage multiple priorities, workstreams and deadlines in a fast-moving environment. Excellent communication and relationship management skills, with the ability to build trust and credibility with technical and non-technical audiences, while responding positively to ambiguity and changing priorities.
