Job Summary Job Title The individual in this position may be assigned to the Patrol, Criminal Investigations, Communications, or Administrative Division. The employee directly assists the Chief of Police in carrying out department-wide operations and strategic activities. Assigns operational responsibilities and provides executive supervision to uniformed officers and subordinate personnel assigned to the division.
Responsible for comprehensive planning, coordinating, staffing, controlling, and reporting for the assigned division. Coordinates all operational phases and serves as Acting Chief of Police in the absence of the Chief. Performs other related law enforcement and administrative duties as assigned. Job Domains A. Reviews, coordinates, and evaluates departmental assignments, case management, and field activities. Responds to and assumes incident command/executive supervision at major crime scenes, critical incidents, and tactical emergencies. Serves as the Special Event Coordinator; plans and executes operational safety plans and determines staffing and resource requirements for requested community events. Conducts division budget requests and prepares comprehensive financial and operational plans for yearly division operations.
Investigate and resolve employee grievances and internal workplace complaints. Meets directly with citizens, civic leaders, and community members to resolve concerns, explain department policies, and address community issues. Coordinates the inspection, maintenance, and repair of division vehicles, tactical equipment, and technical assets. Develops technical specifications, conducts research, and oversees purchasing of division equipment and supplies.
Participates in recruitment and selection interview panels; provides hiring and promotional recommendations to the Chief of Police. Assists in screening applicants and oversees comprehensive pre-employment background investigations. Coordinates specialized training programs and professional development activities across the department. Assesses training needs of intermediate supervisors and division personnel; schedules, assigns, and facilitates training opportunities.
Assumes executive command and operational authority in the absence of the Chief of Police. Conducts formal performance appraisals of direct subordinates and reviews/approves evaluations submitted by subordinate supervisors. Participates actively in long-term strategic planning for departmental growth, technological upgrades, and resource allocation. Attends regular executive briefing meetings with the Chief of Police.
Reviews and approves leave requests in accordance with departmental staffing thresholds and supervisor recommendations. Coordinates interdivision mutual aid, task force participation, and cross-divisional operational assistance. Participates in formal disciplinary proceedings; conducts inquiries and submits disciplinary recommendations to the Chief of Police. Establishes operational priorities, issues specific directives, and delegates administrative tasks to intermediate supervisors.
Compiles, analyzes, and prepares executive reports, crime statistics, and operational summaries for division performance. Conducts and oversees internal affairs and administrative investigations as assigned. Reviews incident reports, investigative case files, and official documentation prepared by subordinates for accuracy and legal sufficiency. Monitors court proceedings and acts as primary division liaison with prosecutors, judges, and court officials.
Provides expert guidance and legal interpretation regarding the application of statutory laws and departmental policies affecting law enforcement operations.
