The Role and About the Person you are looking for: Cambridge City Council is committed to ending rough sleeping in the city. Over the past several years we have invested considerable human and capital resources in providing more accommodation and support, and in developing new and innovative approaches to tackling the problem. While this activity has had a significant impact, the number of people sleeping out remains higher than we would like it to be, with pressure on services often originating outside of Cambridge.

The difficulties we face have been recognised by the Ministry of Housing, Communities and Local Government, and we have been awarded an additional grant to allow us to create a Long-Term Rough Sleeping Partnership Plan. The Long-Term Rough Sleeping Partnership Plan is a collaborative strategy that brings together local authorities, health services, housing providers, charities, people with lived experience, and other partners to prevent and reduce rough sleeping over a sustained period.

Rather than focusing only on emergency responses, it sets out a shared vision, objectives, and actions to tackle the root causes of rough sleeping, improve access to housing, health care, support services, employment, and recovery opportunities, and ensure that people can sustain accommodation in the long term. The plan is guided by local evidence and data, includes clear governance and accountability arrangements, and aims to coordinate resources across organisations so that rough sleeping becomes rare, brief, and non-recurring.

The ideal person would have a good understanding of the causes of rough sleeping and street-related activity, and good knowledge of existing services and partnership arrangements. The job will involve working closely with partners within the Council, Charity partners and statutory services. Another key role will be assisting people who have no local connection to the city to access accommodation and support within the Reconnections policy.

Organisation and empathy will be key skills needed for this role. It will require liaison with multiple partners with quick results needed. Negotiation will be an important aspect, requiring you to hold partners, internal and external, to account for actions within plans. Why join us?
