ABOUT THIS POSTING This is a dual-level recruitment. The Financial Services Department is seeking a finance professional to support the corporate business plans of Laguna Woods Village. The position will be filled at one of two classifications: Senior Financial Analyst (1213) or Financial Analyst (1214) - depending on the qualifications and experience of the selected candidate. Candidates who demonstrate progressive experience in financial analysis, budgeting, and forecasting, including experience leading projects or providing work direction to others, may be considered at the Senior Financial Analyst level.

Candidates whose background reflects considerable experience in financial analysis and general ledger record keeping, without the lead-direction component, may be considered at the Financial Analyst level. The complete job descriptions for each classification follow.   SENIOR FINANCIAL ANALYST (1213) Division: Financial Services Department: Financial Services Reports to: Assistant Director of Financial Services Rate of Pay: $36.06 – $39.64 hourly; $75,004.80 – $82,451.20- annually   JOB SUMMARY: Under minimal supervision, performs financial planning, analysis, and special projects related to the corporate business plans within Laguna Woods Village; provides lead direction, training, and technical guidance to Financial Analysts and support staff; and performs related work as required.

Assignments involve independent judgment and regular contact with staff from other divisions and departments, the Controller, board members, residents, vendors, and the public.   ESSENTIAL FUNCTIONS: Leads the development and maintenance of annual and long-range organization budgets for the Golden Rain Foundation and other housing mutual corporations. Prepares and submits budget instructions and calendars to all divisions, analyzes and compiles requests, participates in staff reviews, and assists in presenting budget proposals to appropriate committees and boards.

Monitors and assists the Controller in reporting monthly on the financial statements and prepares ad hoc cost management reports. Investigates complex or unusual transactions, reconciles accounts, and initiates and recommends appropriate corrective action as needed. Assists in developing, implementing, and improving systems and procedures for tracking, forecasting, and analyzing budgeted and actual expenditures.

Evaluates assigned issues, summarizes findings and conclusions, works cooperatively with operational departments, develops specific recommendations, and presents data and conclusions to management. Performs financial planning and analysis. Conducts and reviews financial studies and special analyses as assigned, including but not limited to cost management, revenue and expenditure forecasting, financial modeling, reserve studies, and account reconciliations.

Serves as a technical resource on financial analysis methods and applicable requirements. Reviews support for expenditures from reserve funds and coordinates with the Assistant Director of Financial Services to obtain the approval of those payments by the applicable boards. Oversees capital expenditure activity on a monthly basis and regularly meets with other departments to review accuracy and manage budgets.
