Right of Way Supervisor Location: Reading, PA Region — Candidates should reside within approximately a 2 - 3 hour drive time from Reading, Pennsylvania. About Appalachian Field Services Appalachian Field Services (AFS) is a leading provider of right of way consulting services supporting electric transmission and distribution infrastructure projects throughout the eastern United States. Our team provides land acquisition, title research, document preparation, project management, construction support, and geospatial technology services for some of the nation's largest utility companies.

We are seeking an experienced Right of Way Supervisor to lead a field team and manage the right of way acquisition process across assigned projects. This role is ideal for a seasoned right of way professional who is ready to combine hands-on acquisition expertise with team leadership and project accountability. Position Summary The Right of Way Supervisor evaluates, plans, and manages the right of way process for assigned projects and coordinates right of way determinations and cost estimates for acquiring the property rights necessary for construction.

This position is responsible for the supervision and acquisition of land, land rights, licenses, leases, permits, and other documents necessary for the construction, operation, and maintenance of electric transmission and distribution facilities. The Supervisor leads a team of approximately 8–10 field Right of Way Agents and Senior Right of Way Agents, directing their work, monitoring project quality and progress, and serving as the primary point of coordination with client representatives.

The position reports to the Program Manager and is responsible for overall project reporting and performance against work plans. Supervisory Responsibilities Lead, direct, and support a team of approximately 8–10 Right of Way Agents and Senior Right of Way Agents. Supervise and direct agents and contract personnel in the settlement of complex damage claims with landowners (or their designees) related to property damage caused or created during construction, reconstruction, enlargement, maintenance, or removal of transmission and distribution facilities.

Assign, prioritize, and balance workloads across the team to meet project milestones. Monitor daily agent activity and project status, maintaining accurate tracking in company systems and providing weekly progress rollups to the Program Manager. Mentor and develop agents, sharing best practices and helping resolve complex acquisition challenges. Track project quality, timeliness, and performance against annual work plans.

Acquisition & Project Responsibilities Evaluate, plan, and manage the right of way process for assigned projects, including right of way determinations and cost estimates for acquiring necessary property rights. Oversee and perform the acquisition of land, land rights, licenses, leases, permits, and other documents necessary for the construction, operation, and maintenance of electric transmission and distribution lines.

Remain knowledgeable in real estate values and accepted real estate appraisal practices; advise and assist in establishing a range of fair market values to be used in the acquisition of land and land rights. Draft and/or supervise the preparation of documents for rights of entry, damage claims, contracts, easements, licenses, leases, permits, options to purchase, and other documents necessary to acquire adequate rights for the Client's electric transmission and distribution facilities.

Prepare and issue periodic project reports indicating the status and cost of managed projects; hold responsibility for overall project reporting.
