We are seeking an experienced and committed HR Manager to join our dynamic and innovative organization. The Human Resources Operations & Compliance Manager serves as a key HR leader responsible for overseeing Project Harmony’s core human resources operations and compliance functions.
This position provides leadership and oversight for employment law and policy compliance, employee relations, workplace investigations, HRIS and data integrity, payroll operations, audits, and leave and accommodation administration. The Manager partners with the Chief Operating Officer, HR team, and organizational leaders to ensure HR practices are consistent, compliant, efficient, and aligned with Project Harmony’s values, strategic plan, mission, and applicable legal and regulatory requirements.

Our Values Project Harmony and all employees are committed to creating a culture that is focused on: Diversity and Inclusion: Respect and embrace diversity and inclusion of all Strategic Innovation: Lead the field in response to the evolving needs of children and families Quality Service: Ensure consistent, high-quality service with impactful results, to our families, our partner agencies, the community, and each other Collaborative Relationships: Build trusted relationships by leading with honesty, integrity, vulnerability, and humility Essential Duties and Responsibilities Ensures legal compliance with federal, state, and local employment laws and regulations and maintains practices that are compliant with applicable requirements Develops, implements, maintains, and regularly reviews HR policies, procedures, and practices in alignment with legal requirements and organizational needs Leads employee relations matters, disciplinary and corrective actions, conflict resolution, and workplace investigations with a high level of confidentiality and professionalism Analyzes HR record systems, reports, metrics, and workforce data to support decision-making, compliance, and continuous improvement Ensures accurate HR data management, reporting, recordkeeping, and compliance with HR policies and regulations Manages and maintains data integrity within the HRIS and across other HR platforms Partners with the Chief Operating Officer to oversee payroll operations, controls, audits, reconciliations, surveys, and issue resolution Monitors and oversees administration of leave and accommodation processes under FMLA, ADA/ADAA, STD/LTD, workers’ compensation, and return-to-work requirements Leads and supports HR and organizational audits; identifies areas of risk or process improvement and coordinates corrective actions as appropriate Partners with organizational leaders to interpret and consistently apply HR policies, address employee concerns, and navigate complex employment matters Evaluates HR systems, workflows, procedures, and internal controls and recommends improvements to increase efficiency, accuracy, consistency, and compliance Collaborates with HR team and other organizational functions to ensure HR processes and procedures
