Description A.T. Still University's Kirksville College of Osteopathic Medicine (ATSU-KCOM) is seeking a full time, exempt Program Director, RHTP on the Kirksville, Missouri campus. Under the leadership of the Vice Dean, this position will lead the start-up, launch, strategic planning, and daily execution of ATSU’s Hub Anchor operations, serving as the lead staff for Region 16. The Program Director provides administrative oversight and operational management for ToRCH Care activities supported through the Missouri Rural Health Transformation Office (RHTO).

The Program Director supervises project personnel (i.e., State-paid Rural Navigators) and oversees frontline Navigator utilization and workflows across partner sites. This position leads regional multi-sector stakeholder engagement, serves as an ex officio non-voting member of the Hub 16 Leadership Board and provides administrative support to the Board and its officers (i.e., Chair, Vice Chair, Secretary).

The Program Director oversees Community Information Exchange (CIE) care coordination workflows, ensures programmatic compliance, and serves as the Hub Anchor’s primary operational liaison to ATSU Information Technology Services (ITS) and State representatives. Additionally, this position directs regional outreach and brand promotion in alignment with University and State standards, bridging academic, clinical, technical, social service, and community sectors to advance rural health transformation and regional care integration.

Duties & Responsibilities (Listed in order of importance) Strategic Program Operations & Governance: Provide overarching operational leadership and administrative direction for ToRCH Care Hub Anchor deliverables, State agreements, and institutional reporting milestones. Oversee digitized project documentation and regional compliance frameworks. Personnel Leadership & Supervision: Direct, supervise, evaluate, and mentor the Hub’s Rural Navigator(s).

Oversee personnel utilization, workflow standards, CIE software processes, and closed-loop referral practices across partner sites. Ecosystem & Regional Stakeholder Engagement: Drive external partner recruitment to sustain the Hub ecosystem across Adair, Knox, Macon, and Shelby counties. Serve as an ex officio, non-voting member of the Leadership Board. Direct administrative execution for all Board operations, including preparing / distributing meeting agendas and supporting materials at least 48 hours in advance, coordinating logistics for regular and special meetings to foster cross-sector collaboration and ensure transparency among the State Rural Health Transformation Office (RHTO), Hub partners, and community stakeholders.

IT Operations & CIE Platform Integration: Serve as the primary operational liaison to ATSU ITS. Coordinate with third-party vendors and State-designated CIE teams to manage platform onboarding, workflow integration, data governance, role-based security compliance, and technical referral issue resolution. Data Governance & Reporting: Oversee operational, clinical referral, and demographic data collection across Hub Partner sites.

Support Board Secretary by drafting official meeting minutes and maintaining the cumulative, formal decision log to track all binding votes, approved motions, and policy determinations. Ensure approved minutes, decision logs, and State reporting deliverables are compiled and submitted to the RCN and RHTO and in compliance with Stage Gate requirements, HIPAA, 42 CFR Part 2, and ATSU Policy 55-103. Readiness & Operational Input: Assists Vice Dean and Leadership Board in evaluating the operational readiness and feasibility of complementary ToRCH Care funding opportunities.
