Job Title: Site Superintendent / Site Safety and Health Officer (Super/SSHO) Job Description This role oversees the construction of a new medium and high voltage substation at the Philadelphia Navy Yard, combining site superintendent and site safety and health officer responsibilities in a dual-hat capacity. The position focuses on federal construction standards, safety compliance, and quality control across all phases of general construction, with a strong emphasis on electrical, mechanical, or utility systems.
Responsibilities Lead day-to-day on-site construction activities for a new substation project, ensuring all phases of general construction progress safely, efficiently, and in accordance with project plans and specifications. Serve in a dual capacity as Site Superintendent and Site Safety and Health Officer, maintaining continuous oversight of both construction operations and safety programs. Review and interpret construction drawings, specifications, and related documents, and communicate requirements clearly to field teams and subcontractors.
Conduct regular construction inspections to verify compliance with federal construction standards, contract requirements, and quality expectations. Implement and enforce OSHA, EM385-1-1, and other applicable safety regulations, ensuring a safe work environment for all personnel on site. Develop, communicate, and maintain site-specific safety plans, job hazard analyses, and daily safety briefings in alignment with federal guidelines.
Collaborate closely with the Quality Control Manager (QCM) to support quality control processes, documentation, and inspections throughout the project lifecycle. Coordinate with the project manager and other stakeholders to plan work sequences, manage schedules, and address field issues promptly. Monitor and document construction progress, safety observations, and quality control activities, providing clear and timely reports as required.
Support and participate in USACE and other federal construction compliance activities, including audits, inspections, and project reviews. Identify potential risks or nonconformances in construction or safety practices and take corrective action to prevent incidents or rework. Foster a culture of safety, accountability, and continuous improvement among all project team members and subcontractors. Essential Skills 5+ years of combined Site Superintendent and Site Safety and Health Officer (Super/SSHO) experience in federal construction environments.
5–8 years of previous federal construction experience, with exposure to mechanical, electrical, or utility projects. Demonstrated experience working with medium and high voltage systems within a general construction context. Proven background in construction inspection and interpretation of construction drawings and specifications. Strong knowledge of federal construction practices and requirements, including USACE standards.
OSHA 30 or higher certification. EM385-1-1 training or certification. Hands-on experience with site safety programs, hazard identification, and corrective action implementation. Experience supporting or performing quality control functions on construction projects. Ability to obtain security clearance (clearance not required at start but must be clearable). Additional Skills & Qualifications QCM (Quality Control Manager) certification is a strong plus.
Strong electrical, mechanical, or utility background is highly desired. Experience working on federal facilities or similar secure sites. Familiarity with USACE quality and safety processes and documentation. Ability to collaborate effectively with project managers, QCMs, and field teams in a fast-paced construction environment. Strong communication and leadership skills to guide crews and subcontractors.
