Manager of Sewer System Maintenance & Operations (SSMO)

JOB SUMMARY Plans, organizes, manages, and controls the activities of the Sewer System Maintenance & Operation Department. Ensures wastewater collection and storage continues to provide optimum health and safety for customers and communities. Establishes maintenance-related best practices, policies, and procedures to ensure appropriate positioning, consistency of processes and delivery of quality service.

Serves as lead in directing and managing effective and efficient predictive, preventive, and corrective maintenance programs. Ensures proactive responses, cost savings accomplishments and effective and efficient operation of the wastewater collection system infrastructure (i.e. pump stations, regulators, interceptors, rain gauges, odor control facilities, floatable control facilities, level, and flow monitors, etc.).

May respond to emergencies and off-hour alarms 24-hours per day including weekends and holidays. Maintains good working relationships with internal departments, communities, and various government agencies. Performs other duties of a similar nature as may be required. ESSENTIAL FUNCTIONS Develops and implements departmental goals and monitors the alignment with Maintenance Services and strategic goals.

Directs and implements processes to work within District policies and procedures to meet permit regulations, standards and maintain Provides guidance for short- and long-term planning that meets necessary budget requirements, creates schedules, and allocates staff appropriately; establishes priorities for resource utilization and identifies the need for capital expenditures. Creates and controls the financial budget for the Sewer System Maintenance & Operation Develops and implements process improvement projects.

Brainstorms for ideas that can solve problems, improve efficiency, reduce cost, and improve safety. Manages continuous change and adapts business processes, as necessary. Reviews, evaluates, and analyzes trends in data to make decisions that satisfy operation, maintenance, safety, and engineering guidelines. Oversees, assesses, evaluates, and improves the maintenance and repair of the District’s entire collection system infrastructure, including automated and non-automated equipment.

May respond to emergencies and off-hour alarms 24-hours per day including weekends and holidays. Ensures proper usage and provides guidance for the emergency response plans and Sewer System Maintenance & Operation Field Procedure Manual and participates in and develops crisis management response drills. Ensures timely mark outs of District facilities in response to the Ohio Utility Protection Service (OUPS) tickets.

Establishes procedures for and directs the implementation of an effective and consistent safety program. Provides interface required with various District departments when administrating and/or developing contracts and Reviews and evaluates engineering designs, plans and specifications for recommendations. Manages projects and prepares specifications for bid documents, when necessary. If required, assists with the preparation of awards and administers contracts and agreements as required including contracts for emergencies.

Manages department personnel. Conducts formal hiring Makes selection and promotion recommendations. Coaches, mentors, and manages performance of managers, supervisors, and other subordinates. Evaluates personnel performance. Identifies and ensures appropriate and timely training and development. Resolves disputes and maintain discipline and moral. Participates in grievance hearings and holds disciplinary hearings.

Initiates and recommends disciplinary actions.
