The Lockport Cogeneration Facility is a 198 MW combined heat and power facility featuring three GE Frame 6B combustion turbines, three heat recovery steam generators (HRSGs), and a steam turbine generator. Operating year-round, the facility reliably supplies electricity and up to 315,800 pounds per hour of process steam to the host facility. Opportunity Summary The Operations and Maintenance (O&M) Manager leads the safe, reliable, and efficient operation and maintenance of the Lockport Cogeneration Facility.

This role oversees plant performance, maintenance strategies, workforce development, safety and regulatory compliance, and cost management while supporting reliable electricity generation and process steam delivery. The O&M Manager drives continuous improvement to enhance plant reliability, availability, efficiency, and long-term performance. Your scope of responsibility as O&M Manager includes the following primary functions: Operations and Performance Monitoring Oversee the safe, reliable, and efficient operation of the facility's combustion turbines, HRSGs, steam turbine generator, process steam systems, and associated balance-of-plant equipment.

Monitor plant performance, equipment condition, process steam requirements, and operational data to identify trends, minimize downtime, improve efficiency, and optimize overall facility performance. Develop short- and long-term operational plans that support generation and process steam requirements, equipment reliability, plant availability, and regulatory obligations. Maintenance and Risk Management Plan and manage preventive and corrective maintenance programs for combustion turbines, HRSGs, the steam turbine generator, process steam systems, and associated mechanical, electrical, instrumentation, and control equipment, providing technical guidance to maximize reliability and availability.

Support outage planning and execution by developing work strategies, coordinating resources, and ensuring repairs and maintenance activities are completed safely, efficiently, and on schedule. Maintain and report equipment and maintenance performance data, including runtime, downtime, maintenance costs, manpower, and completed work, to support planning, audits, and management decision-making. Ensure compliance with safety, environmental, and health requirements, including LOTO, air emissions, wastewater, chemical handling, and applicable OSHA requirements, while identifying and mitigating operational and equipment risks and supporting emergency preparedness.

Personnel and Strategic Management Lead, supervise, and develop Operations and Maintenance personnel through effective work direction, pre-job briefings, coaching, training, performance management, and employee development. Support operating and capital budget management, cost control, procurement, and coordination with OEMs, vendors, contractors, utility providers, the host facility, and internal resources to achieve plant objectives.

Develop, review, and maintain operating and maintenance procedures to promote safe, consistent, and effective work practices and regulatory compliance. Perform other duties as assigned by the Plant Manager in support of safe, reliable plant operations and overall facility performance.
