JOB SUMMARY Works with contractors during pre-bid or preconstruction meetings to answer questions about prevailing wage. Ensures compliance with prevailing wage requirements and conducts site audits as needed. Works with contractors and/or subcontractors to verify apprenticeship program requirements are documented and legal requirements are followed. Responsible for understanding and keeping informed of prevailing wage laws.
Responsible for the prevailing wage database and generating reports. Performs other duties of a similar nature as may be required. ESSENTIAL FUNCTIONS Contractor Support Attends pre-bid and/or preconstruction meetings and gathers information to assist with related decision-making. Responsible for creating contractor’s reports. Works with contractors and subcontractors to explain prevailing wage rate requirements and responsibilities.
Directs contractors to internet for frequently asked questions about prevailing wage at the Sewer District. Program Compliance Conducts construction site audits in response to claims of non-compliance with prevailing wage rates on the part of the contracted employees. Interviews contractor’s employees who submitted the complaints and witnesses. Findings are reported to contractor management and the Sewer District’s Legal Department.
Observes and conducts job studies of work being performed on the job site by contracted employees. Collects and analyzes payroll documents and work order/assignment sheets. Matches documented activities to the appropriate work group/title from the Department of Labor for the prevailing wage rate that is matched. Reviews payroll documents to determine pay rates provided employees of project contractors matches with the available work group/title.
Ensures the amount of time is correctly documented with work being performed. Documents inappropriate rate(s) being paid and calculates appropriate back wages and benefits to affected contracted employees. Provides reports on liquidated damages to be assessed against the contractor. Responsible for following guidelines specified in the contract. Reports findings to contractor management and the Sewer District’s Legal Department.
Ensures completed wage interviews and comparable information to submitted payrolls is uploaded. Works with the Sewer District’s Legal Department and responsible Sewer District department to report any non-compliance to the Ohio Department of Commerce, Division of Labor and Worker Safety and Wage and Hour. Performs final review of every submitted certified payroll from contractors. Apprenticeships Possess an understanding the apprenticeship laws and relative guidelines.
Ensures apprenticeships do not exceed ratio permitted in wage and hour schedule. Confirms all appropriate apprenticeship registration with Ohio State Apprenticeship Council. Ensures appropriate examination of any apprenticeship agreement. Responsible for reviewing and uploading apprentice certification documents by contractors. Legal Requirements Retains records related to prevailing wage documents.
Responds to public records requested through the Sewer District’s Legal Department. Ensures bid documents have prevailing wage information from the U.S. Department of Labor. Maintains a level of understanding of relevant acts related to prevailing including but not limited to, Davis-Bacon Act and related acts, Safety Standards Act, Ohio Revised Codes and Administrative Codes. Responsible for ensuring “Bona Fide” fringe benefits under the Davis-Bacon Act and related acts requirements are implemented.
Database Management Enters prevailing wage data and verification from contractors. Produces monthly workforce and project summary reports for the close out process. Produces reports as needed or fulfills requested. Verifies and corrects contractor entries into the database. Provides support to users to troubleshoot issues encountered with the database.
