This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. And for you outdoor enthusiasts- no matter what kind of recreation you enjoy, Major duties: Assists senior specialists and supervisors in conducting accounting functions.,Interprets data base input/output listings and reconciles accounts.,Responsible for the collection and processing of incoming funds from sponsors and/or partners.,Completes on-site inspections of accounting procedures, document files and reports, as well as interviews with supervisors to determine compliance with instructions and regulations concerning areas applicable to financial management.,Devises methods and procedures for providing adequate internal controls to secure and demonstrate accuracy of results where the variety and types of transactions vary greatly.,Research legal and regulatory material to obtain factual information and/or interpretation for use by the supervisor or co-workers.,Assures that computer output of expenses charged to serviced activities is submitted to the activities on a timely basis.,Develops formal reports for submission to command.,Resolves accounting system problems with programmers and system accountants.

Education: Specialized Experience (GS-11): One year of specialized experience which includes 1) Performing accounting review of financial programs; and 2) Documenting obligations, expenditures, and disbursement of funds; and 3) Utilizing financial management systems to generate financial reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business administration, finance, or public administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience (GS-12): One year of specialized experience which includes 1) Interpreting financial regulations; and 2) Reconciling financial discrepancies in accounts and reports; and 3) Providing advice on resource management aspects of projects; and 4) Analyzing data utilizing financial management systems.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S.
