Major duties: What to Expect Lead by example, to shape and sustain a working environment most conducive to the successful performance of those entrusted to his/her leadership and direction; creating a positive atmosphere and culture within the Human Resources Division and its constituent branches that reflects the pride, professionalism, sense of accomplishment, fulfillment, collaborative engagement, well-being, and wholehearted customer focus of its employees is the incumbent's essential purpose and focus of main effort.

Direct responsibility may include any combination of the following personnel functional areas: employee relations, staffing/recruitment, wage/classification, employee development, labor relations, employee benefits, background checks, etc. Provides expertise, guidance, consultation and support on a wide variety of personnel issues to management officials, supervisors and employees in the area of personnel management.

Performs a variety of duties that require the application of the full range of personnel theories, principles, methods and techniques. Exercises knowledge and skill in applying HR methods, principles and evaluative methods sufficient to advise on and/or resolve complex problems. Provides written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of fact findings and recommendations.

Utilizes a wide range of HR principles, practices, and regulations sufficient to perform detailed analyses and draw conclusions on complex issues, problems, and situations. Advises managers about appropriate disciplinary or other corrective techniques that are responsive to a range of conduct and performance problems; explain rules and procedures to employees and help them understand their rights and obligations.

Advises and assists management on a continuing basis to find sound solutions to problems in support of personnel needs of the organization. Supervises employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, disciplinary actions, completing performance reviews, approving time, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment.

This is a white-collar position where occasional lifting up to 20 lbs may be required. Performs other related duties as assigned. Requirements: EVALUATIONS:
