Program Manager (Fleet and Family Readiness Director)

This position is assigned to Fleet and Family Readiness (FFR); Commander, Navy Region Northwest, Silverdale, WA. Incumbent serves as the Program Manager (Regional Fleet and Family Readiness Program Director). The primary purpose of this position is to provide technical direction, guidance, oversight, and leadership for Quality of Life (QoL) and Quality of Service (QoS) programs for Navy personnel and their families within the geographic area of responsibility (AOR).

Duties include but are not limited to: Serves as the principal advisor and technical expert to the Regional Commander (REGCOM) and higher Navy authority on significant and critical programmatic and policy matters related to Personnel Support and FFR operations for Navy personnel and their families.

Serves as the official FFR spokesperson for the Navy within the regional AOR. Collaborates closely with regional Public Affairs Office to direct public relations initiatives, addressing complex QoL/QoS issues to cultivate community and civilian understanding of Navy objectives. Establishes and maintains high-level liaison with professional, municipal, state, and federal agency representatives. Establishes and directs regional, inter-service frameworks and partnerships to streamline program deliver and ensure a unified military social service response.

Chairs regional boards of management and participates in national, regional, and local conferences to ensure consistent regional representation and alignment with Navy claimants and program managers on QoL program operations. Directs the regional execution and oversight of comprehensive Navy QoL/QoS programs including Morale, Welfare and Recreation (MWR); Fleet and Family Support Programs (FFSP); Child and Youth Programs (CYP); and Family and Bachelor Housing.

May also include Navy Wounded Warrior (NWW) and Nonappropriated Fund (NAF) Support Services (e.g., human resources, information technology, marketing, facilities, etc). Formulates, interprets, and issues regional policy, standards, and procedures governing FFR programs, ensuring compliance with legislative, Department of War (DoW), Department of the Navy (DON), and CNIC requirements. Establishes short and long-range operational plans, goals, and objectives.

Continuously evaluates program performance through periodic reviews of fleet/shore requirements, personnel trends, operations reports, and surveys. Directs and supports systematic program audits, inspections, and investigations to evaluate the technical soundness, safety, and regulatory compliance of operations in the AOR. Orders operational adjustments to mitigate high-level programmatic risks. Directs comprehensive technical, economic, and social analyses to resolve complex or controversial regional issues, reduce costs, and increase quality of programs and services delivered to the fleet.

Designs new organizational concepts to maximize and systematically improve operational efficiency. Exercises final regional authority over NAF FFR resources, maintaining strict oversight of execution and fiscal accountability across a multi-million-dollar annual budget. Formulates and issues annual budget and execution guidance for regional QoL programs aligned with CNIC, DON, and DoW funding objectives.

Retains final review, modification, and approval authority for all NAF FFR budget submissions from subordinate commands.
