This position serves as the Shared Service Unit (SSU) ER/LR Chief responsible for providing employee relations, labor relations, performance management, work life, reasonable accommodations, suitability, worker's compensation, training and development and/or other special programs to a large, highly customized and innovative, complex, multi-mission VISN and its subordinate facilities. Major duties: This is a Detail/Temporary Promotion NTE 120 days but may be extended or made permanent without further competition.

VA offers a comprehensive total rewards package: HR Specialist Total Rewards Major duties include but are not limited to: Plans and carries out short- and long-range projects and studies to identify and resolve problems pertaining to various HR program areas. Responsible for implementation of an effective program in the following program areas: employee relations, labor relations, performance management, work life, reasonable accommodations, worker's compensation, training and development and/or other special programs.

Develops guidance, procedures and standards for new and/or changing program areas to maximize personnel management support. Analyzes and evaluates program execution in VISN activities; recognizes problem areas; and originates solutions to complex and unusual issues. Identifies and integrates internal and external HR program issues affecting the immediate organization, such as those involving advising on employee and labor relations considerations.

Integrates the work of the SSU, Employee and Labor Relation Sections where each may contribute a portion of the analyses, facts, information, proposed actions or recommendations. Provides leadership in developing, implementing, evaluating and improving HR processes and procedures to monitor the effectiveness, efficiency and productivity of the SSU. Frequently interprets regulations, applies new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems, and resolves conflicts that arise from the staff or the customer.

Directs, coordinates and oversees the work of subordinate supervisors and employees within the VISN SSU. Assures reasonable equity among subordinates of both performance standards and rating techniques developed by subordinate supervisors. Responsible for developing and overseeing services that provide the widest range of flexibility for comprehensive employee and labor relation services. Oversees and collaborates with subordinate supervisors to provide authoritative management advisory services including defining issues, determining applicable precedents, laws, or regulations, identifying the most effective approach, and validating the correctness and propriety of the actions taken.

Analyzes information, develops solutions, prepares analytical reports and presents findings and recommendations to appropriate management officials for corrective actions or program changes. Performs other duties as assigned. Work Schedule: Monday through Friday, 8:00am - 4:30pm EST (Tour of duty can be negotiated after selection.) Telework: Ad-hoc.
