NCDOT Accounting Operations & Budget oversees all essential financial services in compliance with state and federal laws, rules, regulations, and generally accepted accounting principles.

Personnel is spread across multiple organizational units to support General Accounting, Compliance Reporting, State Project Funding, Federal Funds Management, Budget, Accounts Payable, Accounts Receivable, Payroll & Insurance, and DMV Financial Operations. NCDOT is seeking a Manager for the Federal Funds Unit to lead efforts to establish federal funding, allot funding to projects, and seek reimbursement from federal agencies including the Federal Highway Administration (FHWA), the Federal Aviation Administration (FAA), the Federal Transit Authority (FTA), the Federal Rail Administration (FRA), and others.

In this position you would: - Administer all activities and functions related to federal funding and billings to federal agencies. - Ensure all state and federal laws are being followed and compliance with the Cash Management Policy. - Oversee final billings and closure of federal projects. - Direct activities related to creating, releasing, and maintaining disaster projects, ensuring disaster reporting is accurate and reimbursement requests are submitted timely to FHWA and FEMA.

- Partner with Finance on GARVEE Bond Issuances to include establishing funding, modifying projects, requisitioning cash from the Trustee for project expenditures, and billing FHWA semi-annually for debt service payments. - Complete the Indirect Cost Allocation Plan annually and submit it to FHWA for review and approval. - Develop repeatable standardized processes for key financial activities. - Produce regular and customized reports to meet the needs of internal and external stakeholders.

- Oversee the organizational unit and supervise a team of experienced staff. While some regular remote work is allowed and encouraged, you will also be working on-site at NCDOT’s headquarters. NCDOT’s headquarters, known as the “Transportation Building” is located at 1 South Wilmington Street near the State Capitol building in downtown Raleigh. In this position, you would report directly to the NCDOT Controller/Director of Financial Services and interact frequently with the NCDOT CFO, the NC Turnpike Authority executive staff, other NCDOT leaders, and key staff members of FHWA and other federal agencies, the Department of Public Safety, the Office of the State Auditor, and the Department of State Treasurer.

Knowledge Skills and Abilities/Management Preferences  Salary Grade and Salary Range: NC20 $70,478 - $123,336 Management prefers applicants with the following: Considerable knowledge of accounting principles, practices and theories of accounting, and the Department’s accounting structure. Considerable knowledge of government accounting, auditing, and reporting requirements, state and federal appropriations, budgeting, and complex accounting systems.
