Job Description Summary The Logistics Portfolio Manager is responsible for leading transportation strategy, sourcing, governance, resource planning, and logistics execution across an assigned portfolio of domestic and international projects. This role supports the ITO Project Logistics Leads in developing logistics concepts, budgetary freight estimates, transportation schedules, sourcing strategies, risk assessments, and tender assumptions.

The Logistics Portfolio Manager reviews and challenges proposed logistics solutions to help ensure they are commercially competitive, operationally feasible, and aligned with project execution requirements. Following project award, the Logistics Portfolio Manager ensures the effective transition of logistics strategies, budgets, schedules, assumptions, risks, and contractual commitments from Inquiry-to-Order (ITO) to Order-to-Remittance (OTR).

The role maintains portfolio-level oversight of logistics execution, project priorities, supplier performance, transportation capacity, cost, schedule, risk, and resource requirements through final delivery. The Logistics Portfolio Manager directly leads and develops the Project Logistics Managers, Logistics Specialists, and Logistics Coordinators assigned to the portfolio. These positions report directly to the Logistics Portfolio Manager.

People-leadership responsibilities include resource planning, workload balancing, coaching, performance management, capability development, talent planning, and succession planning. The Logistics Portfolio Manager develops portfolio-wide transportation sourcing strategies by consolidating shipment demand across multiple projects to optimize capacity, leverage buying power, improve cost competitiveness, and strengthen the carrier network.

The role oversees transportation procurement activities, including RFQ development, carrier bid analysis, commercial evaluation, supplier capability and risk assessment, negotiations, Statements of Work, purchase orders, and contract performance. The position partners closely with Commercial, Project Management, Engineering, Sourcing, Procurement, Manufacturing, Customs and Trade Compliance, Finance, Site Operations, Corporate Logistics, and other key stakeholders to align logistics activities with customer commitments and business objectives.

Periodic domestic and international travel is required to support supplier assessments, logistics feasibility reviews, transportation planning, execution-readiness evaluations, and visits to fabrication facilities, ports, warehouses, rail facilities, and project jobsites. Portfolio Leadership and People Management Directly lead and develop the Project Logistics Managers, Logistics Specialists, and Logistics Coordinators assigned to the portfolio.

Manage employee performance, development, workload, priorities, and resource allocation across the assigned logistics organization. Provide coaching, mentoring, performance feedback, development planning, and succession planning for direct-report logistics personnel. Assign logistics resources based on project complexity, risk, schedule, workload, customer requirements, and required technical expertise.

Establish portfolio priorities and ensure adequate logistics support is available throughout the project lifecycle. Monitor team capacity and proactively address resource constraints, capability gaps, and competing project priorities. Establish operating rhythms, governance reviews, escalation protocols, and performance expectations across the portfolio. Provide leadership visibility into project status, logistics performance, emerging risks, supplier capacity, resource constraints, and required business decisions.
