Short Description: The Business Analyst is responsible for the set of tasks and techniques used to work as a liaison among stakeholders in order to understand the structure, policies, and operations of an organization. Complete Description: The Delaware Department of Transportation (DelDOT) is seeking to procure the services of a Business Analyst. This position will gather requirements, establish standards for project initiation, construct templates and job aids, and identify and document gaps in business process for all nine departmental divisions.
Quality Assurance, Test Management and Project Management skills are also a plus, but are not primary. Please do not submit candidates that are primarily Project Managers with light BA skills. The selected candidate will receive direction from IT management and senior technical peers, and work directly with the business teams on requirements, coordination of testing, and documentation. The candidate also will work on full project lifecycles with users and technical team while maintaining a foundational, standardized approach.
The role will be additionally responsible for establishing and maintaining the documented set of tasks and techniques used to work among stakeholders in order to understand the structure, policies, and operations of an organization, and to recommend solutions that enable the organization to achieve its goals. Candidate must have good business aptitude, excellent communication skills (both written and oral), and organizational ability.
Preferred Education: 4 year college degree or equivalent Skill Required / Desired Amount of Experience Experience operating as a business analyst within a formal SDLC (Waterfall) Required 5 Years Full cycle business analysis experience - concept/initiation through implementation. Required 5 Years Strong interpersonal and communication skills (written and verbal). Required 5 Years Technical aptitude combined with the ability to interact with various levels of business users.
Required 5 Years Excellent organizational skills and attention to detail. Required 5 Years Proven experience learning and documenting business process from end to end. Required 5 Years Experience defining user requirements and verifying requirements-based solutions meet business needs. Required 5 Years Familiarity gathering requirements for use in engagement of vendor-developed solutions. Required 5 Years Analysis, problem solving and negotiation skills.
Required 5 Years Proficiency in MS Office, with focus on Word, Excel, and PowerPoint. Required 5 Years Prior experience as a Business analyst in 3 of the following types of projects: (App Dev, Testing, Infrastructure, Enterprise Systems Design, GIS) Required 3 Years Knowledge of logic, databases, data flows, and data analysis. Highly desired 3 Years Experience working with enterprise tools to organize requirements, test cases, and provide traceability (ex MS Visual Studio/TFS, HP Quality Center).
Highly desired 3 Years Experience creating use cases, test scenarios, test plans and analyzing test results to determine requirements coverage. Highly desired 3 Years Prior experience with Cross Audience communiciation (connecting through written and verbal, the technical and non-technical stakeholders) Highly desired 3 Years Experience creating and managing a project or preferably enterprise process to ensure change control.
