The candidate will take directions from the Program Manager and must be able to perform advanced GIS analysis, enterprise asset data management, GIS application development, and technical coordination. The candidate will be responsible for analyzing, validating, and maintaining GIS data associated with various maintenance assets, developing and maintaining GIS applications using GIS technologies, as well as serving as a technical liaison between asset management system administrators and system users of varying technical capabilities.
Qualifications BS/BA in GIS, Geography, Cartography, Computer Science, or other related field with GIS experience. 4-8 years of experience in GIS and GIS application development. A minimum of 5 years of experience designing, building, and delivering web applications. Experience developing web applications using JavaScript mapping APIs. Excellent problem-solving, verbal and written communication, design, development, and debugging skills.
Must have experience in the development of complex analysis and mapping projects. Must have the ability to communicate technical information to non-technical computer users both orally and in writing. Candidates shall demonstrate high competence in GIS software suites, including ArcGIS Pro 3.x and higher, including but not limited to a thorough knowledge of enterprise geodatabases, GIS servers, portals, web adaptors, and data stores.
Must work independently to develop GIS tools and applications, perform complex analyses, and develop multi-layered maps by using an appropriate combination of tools in the GIS application suite and other programming environments. Self-starter with a technical background in software and the ability to work with minimal supervision. Candidate should have proficiency in Python. Skills/Knowledge/Experience: Experience and demonstrated proficiency in data extraction, analysis, and scripting tools, preferably Oracle SQL and PostgreSQL.
Prior experience with LRS and working knowledge and experience with road and highway systems or other similar systems is a plus. Prior experience working with enterprise asset management systems and datasets. Develop and maintain linear referencing systems (LRS) and GIS applications to support spatial data management needs. Experience in reporting tools such as Power BI is strongly desired. Required Skills/Knowledge/Experience: Experience in GIS and GIS application development.
